Only 621 customers effected by hack, I’m a little suspicious

Hello all, welcome to another blog post here on the blog. On the 22nd of last month, I read an article talking about how 621 customers were potentially effected by a hack that took place from a Japanese IT firm. According to one paragraph, it says:

NTT Communications, which powers data centers in more than 20 countries or regions, said the unidentified hackers had breached the company’s Active Directory
server, a repository of network data, and used it as the focal point of their attack.

Is this not how attacks start? There is a vulnerability, and then someone finds a way to either take data or cause havoc to the organization?
