I was actually looking for something else, but I found this article about DDOSecrets and how they shared over 4GB of data that came from a clone of Signal which does not encrypt their messages.
Apparently, the government is using an app called TeleMessage, which does not encrypt the messages as Signal does.
DDOSecrets is a whistleblowing web site used by news outlets and others to investigate things.
Former government official Mike Waltz
and others may have used the application.
