This is the first step in figuring out if it is possible to pick up these guys who are out on the Internet, causing trouble.
In this case, there is no clear evidence that the perp in this case even did anything, but you need to start somewhere. Its better to start an investigation and find you didn’t have the right guy than to not do anything.
